A feed-in tariff (FIT) is an energy-supply policy that supports the development of renewable power generation. FITs give financial benefits to renewable power producers. In the United States, FIT policies guarantee that eligible renewable generators will have their electricity purchased by their utility.[2] The FIT contract contains a guaranteed period of time (usually 15–20 years) that payments in dollars per kilowatt hour ($/kWh) will be made for the full output of the system.
There was a time when electricity was electricity.  Like so many other places around America, in Houston, electricity didn’t mean “cheap electricity”.  But you moved into your home and you called the utility and they turned on the power and the bill came in and you paid it every month.  Oh, sure, you might grumble at the amount but then you’d go around and yell at the kids for leaving the lights on and the TV blaring with nobody in the room or maybe you’d look into buying more energy-efficient appliances.  When it came down to it, the Bill was the Bill.  Either you paid the bill or you ate dry packet meals, had cold showers, and watched TV by peering through the neighbor’s window after dark (preferably once they’d turned the TV on).  What’s that?  You want cheap electricity?  Sure thing:  call 1-800-WHO-CARES any time during regular business hours of 2:17am to 3:04am Sundays only.
The two most common distinctions between customer classes are load size and usage profile. In many cases, time-of-use (TOU) and load factor are more significant factors than load size. Contribution to peak-load is an extremely important factor in determining customer rate class. Consumer loads may be characterized as peak, off-peak, baseload, and seasonal. Utilities rate each load differently, because each has different implications for a power system.
Then, in 2002, Texas deregulated the electricity market and everybody cheered!  Except that, sure, deregulation opened up the market to competition that may (or may not) have resulted in lower rates, but it introduced a whole host of other issues.  These issues may not have been factors before but now they’re critical when you’re on the look-out for cheap Houston electricity providers.
In states with energy choice, the open market is not only for residents. Businesses also can take advantage of pricing and plans available through an energy supplier. In some states, only business customers have energy choice. Across the United States, the average business consumes 6,278 kWh of electricity per month and receives a bill of nearly $655.  
Technology that now allows smaller quantities of power to be generated closer to the end-users at prices not too much higher than grid-based power are undermining those economies of scale. More efficient turbines, for example, allow large power users like cement plants and petrochemical factories to come off the grid. Today the limiting factor for large companies to come off the grid often isn’t the efficiency of the power generation technology, but the lack of easy availability of fuel, such as gas or coal to power these turbines Even this problem is being solved by innovations like mini-liquefied natural gas projects.
Power generation projects, which have to sell their power to these bankrupt utilities, require creative financing structures to get around these problems. In a bid to reduce their risk when financing these projects, bankers employ financial tools like put call options agreement or World Bank partial risk guarantees. The problem is these tools add complexity and cost which end up being passed on to the end-user or worsen the financial state of the power utility.
Prices for any single class of electricity customer can vary by time-of-day called TOU or time of use or by the capacity or nature of the supply circuit (e.g., 5 kW, 12 kW, 18 kW, 24 kW are typical in some of the large developed countries); for industrial customers, single-phase vs. 3-phase, etc. Prices are usually highest for commercial and residential consumers because of the additional costs associated with stepping down their distribution voltage. The price of power for industrial customers is relatively the same as the wholesale price of electricity, because they consume more power at higher voltages. Supplying electricity at transmission-level high voltages is more efficient, and therefore less expensive.

The weakest S&P 500 subsector during 2014 was Oil and Gas Drilling, down 46%, which wasn’t very surprising, considering the price of oil dropped 50% from its peak in June through the end of the year. That subsector has risen 6% this year through Monday’s close, showing that there’s plenty of buying taking place. Most other subsectors within energy declined last year, but only three have risen so far in 2015.
On the one hand, long-term, fixed-rate (contract) plans offer stability in pricing. If energy supply costs suddenly go up in your area, you won’t be left paying more than what you bargained for.  You’ll have peace-of-mind.  If you want to switch out of your contract before it ends with a lower cost plan, you’ll likely face a cancellation fee (early termination fee).
Energy deregulation has been in place for several years however there are still a lot of people who are confused or who have not fully understand the implications, structure, details and workings of energy deregulation. Many simply know that energy deregulation means people now have the power to choose their electric companies – a diversion from the previous system where a single utility company provides services for the generation, transmission and distribution of electricity.
Electricity pricing (sometimes referred to as electricity tariff or the price of electricity) varies widely from country to country and may vary significantly from locality to locality within a particular country. Many factors go into determining an electricity tariff, such as the price of power generation, government subsidies, local weather patterns, transmission and distribution infrastructure, and industry regulation. “Electricity prices generally reflect the cost to build, finance, maintain, and operate power plants and the electricity grid.”[1] Some utilities are for-profit, and their prices will also include a financial return for shareholders and owners. Electricity tariffs vary by type of customer, typically by residential, commercial, and industrial connections. Electricity price forecasting is the method by which a generator, utility company, or large industrial consumer can predict the wholesale prices of electricity with reasonable accuracy. The cost to supply electricity varies minute by minute.[1]
To skirt the late summer electricity rate hikes, a little bit of planning can really pay off. Try to avoid signing new long-term electricity contracts in late summer. While it may be impossible to escape signing a new electricity contract if you’re moving during that time, just know that a short-term plan may make more sense until the rates go back down in the fall.  That way you’re not stuck paying a premium rate for an entire year or more.
Utility companies are responsible for transmission and delivery of electricity even in energy deregulated parts of Texas and should be contacted in the event of a power outage. Your retail energy supplier may provide you competitive electric rates or exceptional customer service, but they cannot repair power lines or restore your service.
